After serving as Premier of Quebec for 15 years, Me Gouin was elected to the House of Commons in 1921 as Liberal MP for Laurier-Outremont, and appointed Minister of Justice (1921-1924). In January 1929, he was appointed Lieutenant Governor of Quebec, a position in which he served just a few months before his death on March 28, 1929.
